European Union in the face of high energy prices: "the Iberian exception" as a response
This text can only begin with one question: Why are electricity and gas prices so high in the EU?
For two structural reasons and a third that it is new:
- In the determination of the global price of energies, non-renewable energies weigh heavily.
- None EU state is a big gas producer. Obviously, energy is sold to those who pay the most, and the EU is just another player on the international market.
- Finally, the war in Ukraine causes a serious disruption.
Faced with this reality, in early June European Commission passed the "Iberian exception". This European rule will protect Spanish and Portuguese consumers for one year,
Know the "Plan + Security for your energy (+SE) approved by the Spanish Government.
It is vehiculated through the Royal decree law 18/2022, of October 18, establishes the "Plan + Security for your energy (+SE)" endowed with 3 bilion euros.
This public policy is divided into seven different types of aid:
(a) New regulated tariff for homeowners' communities with centralized natural gas boilers until the end of 2023. Population reached: 1.7 million citizens.
b) New category of consumers entitled to a 40% discount on their bills. The aid is targeted at four classes of beneficiaries:
Firstly, to families with a combined income of less than €28,000.
Secondly, two people with an income of €20,000.
Thirdly, to two-person family units with one child earning €23,000.
Fourth, to single persons earning around €16,000.
Population reached: 1.5 million citizens.
c) Reinforcement of the social electricity voucher, the discount increases from 65% to 80% for vulnerable and seriously vulnerable families. Population coverage: 1.3 million recipients:
(d) 15% increase in the amount of energy eligible for discount. Population reached uncertain, but increasing with respect to the previous situation.
e) Increase of the thermal social voucher and the minimum subsidy to 40 euros. Uncertain but growing population scope: with respect to the previous situation.
f) Extending the term of the subsidy: in 2022 and 2023 it will double the voucher budget. Uncertain but increasing population coverage: compared to the previous situation.
g) Doubling of the assistance to 375 euros per household. Uncertain but growing population scope: compared to the previous situation.
